Use the engine's export preset in Substance Painter's Export Textures window: Unreal Engine 4 (Packed) for Unreal, and the Unity Universal Render Pipeline or HD Render Pipeline Metallic Standard preset for Unity. The preset decides which maps go into which files and which normal map format is used. Choose PNG or TGA at 8 bits for most assets, a size that matches the object on screen, and dilation padding so UV edges do not show seams.
How to fix it
Check the preview of the files in the export window before you export, and keep the same preset for the whole project. For Unreal, the packed file holds occlusion, roughness and metallic and must be imported with sRGB off. For Unity, remember that smoothness is the inverse of roughness and is stored in the alpha channel of the metallic texture. Export one Texture Set per material, and name the files with a consistent prefix.
