Quick answer
A model looks black or cannot be painted in Substance Painter when it has no usable UVs, when its UVs lie outside the 0 to 1 square without UDIM enabled, or when the wrong Texture Set is selected. Check the UV map in your 3D tool, move the islands into the 0 to 1 space, or create the project with UV Tile Workflow if the model uses UDIM tiles. Then select the right Texture Set in the Texture Set List.
How to fix it
Open the model in the UV Editor of Painter to see what it has, and check that normals point outward. If only part of the model is unpainted, it may belong to another Texture Set or have a different material in your export. Re-import the mesh after fixing it with the Edit Project Configuration command. Make sure the layer has a channel enabled for the brush, and that the brush opacity and flow are not zero.
