Quick answer

If a normal map looks flat, noisy or wrong in Unity, select the texture and set Texture Type to Normal map; Unity then shows a Fix Now button when a normal texture is assigned without it. Unity expects OpenGL-style normal maps, where green points up, so a map exported for Unreal needs its green channel flipped. Turning off sRGB is handled automatically for normal maps.

How to fix it

Set the Texture Type, apply, and check the result under a moving light, since wrong bumps are easiest to see when lighting changes. If dents look like bumps, flip the green channel at export from Substance Painter or Marmoset Toolbag rather than inverting it in the shader. Keep one normal convention per project, and note that normal maps are compressed differently from color textures, so low resolution looks blocky quickly.
