Textures look blurry in Unity when the import settings or quality settings reduce the texture's resolution. Select the texture and raise Max Size, make sure compression is not too aggressive, and turn on Generate Mip Maps with an Aniso Level of 4 to 16 so textures stay sharp at oblique angles. Then check Edit > Project Settings > Quality and set the Global Mipmap Limit to full resolution.
How to fix it
Look at the Max Size and compression on the texture import inspector first, since the default is often lower than the source. Raise the Aniso Level on floors, roads and walls viewed at a glancing angle, and use trilinear filtering only if bilinear shows visible mip transitions. If blur appears only in builds, compare quality levels and any mipmap streaming settings. A texture that is simply too small for its surface needs a higher resolution or a detail map.
