Quick answer
An emissive material does not glow when its brightness is not high enough or bloom is switched off. Increase the emissive intensity above 1, for example by multiplying the color in Unreal Engine or using an HDR color in Unity, and make sure Bloom is enabled in post-processing, in a Post Process Volume or a Volume with a threshold below the emissive brightness. Check the exposure too, since a bright scene hides the glow.
How to fix it
Look at the material first: the emissive input has to be connected, and the color must be bright rather than the same value as a normal surface. Then check that post-processing is active on the camera, particularly in Unity URP where it is a camera setting. Keep intensity moderate, as extreme values cause blown out, flickering glows. Remember bloom is a screen effect, so the glow spreads from any bright pixel.
