Check that the Animator component has an Animator Controller with a state that contains a clip, that the clip's rig type matches the model (Humanoid with a valid Avatar, or Generic with the same bone names), and that the clip is actually the entry state.
How to fix it
Open the Animator window while the game runs to see which state is active. For Humanoid characters, open Configure Avatar on the model and confirm the green bone mapping, then re-import the animation with the same rig type. A character with the default T-pose from the modeling tool usually just has nothing assigned. Also check that Apply Root Motion is intentional, since it can move or hold the character in place.
