How to fix it

Run stat streaming in the editor to see whether you are over the pool budget, and raise it with the r.Streaming.PoolSize console variable if your hardware allows. Reserve Never Stream for a few hero textures, since turning streaming off for everything wastes memory. If the blur remains, the texel density of the asset is the cause: a 512 texture on a large wall looks soft however you set streaming, so raise the resolution or add a tiling detail texture.
